[IGSSTATION-8504] KGNI00JPN site: Antenna pillar replacement and stopping data upload

Dear Colleagues,

The operation of station KGNI00JPN (Koganei station, Tokyo, JAPAN) was once 
stopped on September 16, 2022 at 00:00 UTC due to antenna pillar 
replacement. The observation was resumed on September 16, 2022 at around 
09:00 UTC.

In addition, data uploading has been stopped now due to the security reason 
of the data server. We are going to replace the server until mid-October. 
Since the data sets have been stored in the receiver, we will submit them 
after server replacement.

Though I'm going to modify the station log of KGNI, please wait until 
mid-October. I am away from my connection until 11 October 2022.

We apologies for the inconvenience due to lack of data and these works.
