[IGSSTATION-8442] BLYT00USA: new receiver and antenna

Dear Colleagues,

The USGS has replaced the GNSS receiver and GNSS antenna at the Blyth, California (BLYT00USA) IGS station.  An updated IGS site log has been posted at the IGSCB with the new equipment details.  Unfortunately, there is a data outage from 01-SEP-2021 until 11-MAY-2022.  No data is available during that time period.
