[IGSSTATION-8429] IGS Station Operator EU GDPR Compliance

Dear Station Operators,

In order to comply with the EU GDPR <https://gdpr.eu/what-is-gdpr/> privacy
regulations, as well as to ensure sustainable contact information within
our station operator community, the IGS is asking that all station
operators switch to neutral, non personally-identifiable email address and
organization names on all public-facing site logs.

We suggest updating contact information for stations to email aliases that
can serve as a more sustainable and private means of contact. For example:
station_name at organization.org that can then be directed to the appropriate
individuals responsible for the site.

The current SLM has a field for “agency contacts” that is separate from the
public facing log, and personal information that is provided here will be
retained confidentially by the IGS Network Coordinator.

Additionally please ensure that your RINEX data files do not contain
personal information or personal emails in the OBSERVER / AGENCY field or
in any of the file COMMENTS. Please always use generic email aliases so
that your organization can appropriately and sustainable redirect
internally to the correct individuals responsible for station operations.
