[IGSSTATION-8402] HERS: Back in operation

Dear Colleagues,

I'm very pleased to be able to report that HERS is back in operation, there was a partial power failure that made it look OK but wasn't actually providing enough power to operate properly. The data since about 3am yesterday day 058 are lost. We apologise for any inconvenience caused.
