[IGSSTATION-8399] Station GUAM receiver/data availability announcement

Station GUAM has undergone a receiver upgrade from a Javad Delta 3 to a Septentrio PolaRx5. Data are available as of 2022-01-25. Data between 2021-12-8 and 2022-01-25 are available on special request.
