[IGSSTATION-8355] PGEN00PHL: Resumption of data submission

Dear colleagues,

PGEN00PHL has resumed submitting high rate, hourly and daily RINEX3 data as
of  22 November 2021, 0800 UTC.

Unfortunately, no data is available from 2020-06-08 to 2021-11-05 as the
station's solar power system failed and repairs were delayed due to
Covid-19 restrictions.

Apologies for any inconvenience this may have caused.
