[IGSSTATION-8351] KGNI00JPN site: resume operation and resubmitting data with RINEX Ver.3 format

Dear Colleagues,

The operation of station KGNI00JPN (Koganei station, Tokyo, JAPAN) has been 
restarted on November 11, 2021 at 00:00 UTC.

The data sets with RINEX Ver.3 format between 11/11/2021 (DOY315) - 
24/11/2021 (DOY328) have been already submitted to CDDIS. I'm now preparing 
to resubmit the data sets with the new format between 18/10/2021 (DOY291) - 
05/11/2021 (DOY309). Unfortunately, there are no data sets between 
06/11/2021 (DOY310) - 10/11/2021 (DOY314). We have performed receiver 
maintenance during this time period.

We apologies for the inconvenience due to lack of data.
