[IGSSTATION-8197] Kokee Park network outage (KOKB, KOKV)

Dear colleagues,

Over the weekend the network provider for Kokee Park Geophysical Observatory experienced some issues with a fiber, causing access and file collection to be postponed. The good news is they appear to have returned the network to service, power had remained up, and we are seeing the backlog of data being collected.

Apologies for the several days outage and delay of data files.
