[IGSSTATION-8157] WES200USA Operational Once Again

Dear IGS community,

Thanks to a team consisting of folks from MIT Haystack Observatory (Mike
Poirier and Alex Burns), UNAVCO (Jim Normandeau, and NGS (Will Freeman and
Fran Coloma) working safely under pandemic conditions (remote coordination,
FedEx shipping, etc.), the WES2 GNSS station is operational again after
being down since early last year due to lightning strikes and major
electrical disruptions.  The hydrogen maser has also been reconnected.

Data will begin flowing shortly once metadata has been properly sorted out.
