[IGSSTATION-8097] ARUC met data

Dear IGS Community,

For the time being, as of 1/9/2021 relative humidity (RH) data will not be available from ARUC as reliability is suspect due to a potentially faulty sensor. A followup announcement will be made once RH data is available again. Barometric pressure and temperature are still available.
