[IGSSTATION-8049] THU2: Receiver change

THU2 is now a Septentrio PolaRx5, providing RINEX 2 and high rate RINEX 3 data. Change is in effect as of Saturday October 17th Day no 291, from which date files have been uploaded to cddis.
