[IGSSTATION-8048] NVSK reuploaded RINEX3 data from DOY 2019-001 to DOY 2020-286

Hello all!

After founded Jessica Schmidt header error about 2-chars observation type, I made conversion RINEX3 files from station NVSK (Novosibirsk, Russia) RINEX2 files, using GFZRNX with correct parameters.
Now we have no errors in header.
All data files, from DOY 2019-001 to DOY 2020-286, uploaded 16.10.2020 to BKG ftp server.
