[IGSSTATION-7987] USN7 status (up)

Dear colleagues,

As noted in [IGSSTATION-7964], the station USN7 had been experiencing data gaps.

Thanks to USNO staff for assistance in troubleshooting and UNAVCO for sending a 
replacement computer during difficult times; this replacement appears to have cleared the gap/reset issues.

Neither the receiver or antenna have changed but reference signal cables were moved, which 
may necessitate a recalibration for timing purposes. If new values for calibration are determined, 
another notice will be sent and the site log will be updated accordingly.
