[IGSSTATION-7822] COSO: antenna height correction

Dear Colleagues,

The USGS provided the wrong antenna height for section 4.3.  The antenna height remains the same as before in section 4.2.  A corrected site log has been submitted to the IGSCB and the RINEX files will be re-created and re-submitted to IGN and CDDIS for Dec 14-16th.
