[IGSSTATION-7821] COSO: receiver and antenna change

Dear Colleagues,

The Coso Junction (COSO) IGS station recently had a new receiver and new antenna installed.  Data for Dec 14-15 (DOY 348-349) will be submitted again to IGN and CDDIS with the correct RINEX header information since the originally submitted files have the wrong metadata.  Here are the details of the new receiver and antenna.
