[IGSSTATION-7635] GOPE: receiver change

The receiver Trimble SPS855 on the GOPE00CZE station was changed by 
Trimble Alloy receiver which allow to connect external frequency source.
The effective date is today - 2019-04-10 19:00-19:10UT.
Updated site log waits to verification in the IGS site log manager. The 
information about trees obstruction reduction in last months was also added.
