[IGSSTATION-7608] PTBB: receiver replaced

Dear colleagues,

the Ashtech Z12T timing receiver at PTBB site was replaced by
an Septentrio PolaRx5TR.
All possible satellite systems are enabled.
Rinex v2 and Rinex v3 data are generated.
As soon as the receiver is calibrated also CGGTTS data
are again generated.

An updated site log file has been submitted to EPN and IGS.
