[IGSSTATION-7604] USN9: New receiver

Greetings,

We have updated the receiver at the USN9 station.  The details follow.

Old:  NovAtel FlexPak6, which uses a NovAtel OEM628 board
New:  NovAtel ProPak6, which uses a NovAtel OEM638 board

For those interested, I am pasting below the configuration commands that we give to the receiver.  Please let me know if there are any questions or if you know any different options that would be preferred for a timing reference receiver.
