[IGSSTATION-7438] OP71 missing RINEX 3 data

Dear Colleagues,

Due to some mismatch after a change of processing epoch for generating the RINEX 3 files of OP71 station, which took place last Monday, most of the data were missing inside the RINEX 3 files uploaded to BKG and IGN for DOY 288, 289 and 290.

We have manually rebuilt the damaged files, and the correct files have been uploaded again to BKG and IGN a few minutes ago.

Meanwhile, we have also (hopefully) solved the RINEX 3 file generation issue, and we expect that OP71 RINEX 3 files will be again complete starting the tomorrow morning upload.

Note that the OP71 RINEX 2 files were not affected by this issue.
