[IGSSTATION-7273] PTGG : Station is now available

Dear Colleagues,

The station of PTGG is on line now. A new antenna has been changed the 14th February due to a failure. All the data since this day has been retreated.
The data between 06/11/18 and 14/02/18 are not available due to this failure.

All apologizes for the inconveniences
