[IGSSTATION-7189] CIT1: receiver firmware upgrade

Dear Colleagues,

The USGS upgraded the receiver firmware to 5.30 on Nov 15 at the CIT1 Caltech IGS station.  An updated site log has been submitted to the IGSCB.  This station is operated and maintained by the USGS.
