[IGSSTATION-7020] CIT1: receiver firmware upgrade

Dear Colleagues,

The USGS upgraded the receiver firmware to 5.22 on May 5 at the CIT1 Caltech IGS station.  An updated site log has been submitted to the IGSCB.  This station is operated and maintained by the USGS.
