[IGSSTATION-7184] QUIN Update

Dear Colleagues,

As of today data QUIN data are now available dating back to 2017-09-01.

Please note the following changes to the site which are reflected in
the updated IGS site log:

    2017-08-31: A new Javad Delta was installed, replacing the Ashtech uZ
    2017-10-19: The antenna height has increased to 0.58466m
