[IGSSTATION-7062] MAT1 receiver replacement

Please be adviced that on doy 2017/186 at approx 12:00 UTC the MAT1 
(Matera, Italy) Trimble 4000SSI was replaced by Leica GR30+AR20 
receiver+antenna.
Updated sitelog has been submitted to both IGS.

Data flow was resumed producing Rinex 3.03 daily files instead of Rinex 
3.02, togheter with Rinex 2 daily and hourly.
