[IGSSTATION-6975] MDO1: Equipment Upgrades and Data Publication

Dear Colleagues,

The receiver, antenna, and radome have been upgraded at station MDO1, at 
the McDonald Observatory near Fort Davis, TX. Additionally, the monument 
was redesigned to allow for the installation of the new radome, 
resulting in a height increase for the antenna.

The updated site log has been submitted to the IGSCB, and data 
publication will resume shortly, beginning on 2017-02-14.

Data publication initially ceased on 2013-12-11.  Selected backlogged 
data to this date will also become available in the future.
