[IGSSTATION-6949] STHL receiver change

Dear Colleagues,

The Saint Helena (STHL) IGS station receiver was changed from TPS NET-G3A to JAVAD TRE_3 DELTA on 2017-02-03T17:15Z.
An updated site log is available at IGS CB.

Maintenance and operations of the STHL station is a collaborate effort supported by JPL and UNAVCO, with funding provided by NASA's Earth Surface and Interior Focus Area - Science Mission Directorate.
