[IGSSTATION-6948] ZIMM: receiver firmware changed backwards (5.20 -> 5.10); RINEX3 meteo files

Dear colleagues,

Today, Feb 08, 2017 (11:08 UTC), the firmware of the NetR9 receiver was changed back from 5.20 to 5.10.
The update of Feb 06 was reverted because the RINEX2 files are written without L1 observations. RINEX3 data were fine with firmware 5.20. T02 files are fine, too.
The updates of stations ZIM2 and ZIM3 were successful for RINEX2 and RINEX3. Therefore we stay with version 5.20 for these two stations.
We assume that there is an antenna type dependency causing this bug in the firmware for RINEX2 files extracted directly from the receiver (validated with another GPS-only chokering antenna).

Some hints for station operators of NetR9 stations submitting RINEX3 data. Firmware 5.20 supports now long file names. Unfortunately, there are several errors in the file naming (wrong date/time, hourly files named with 60m instead 01h, navigation files contain a "30s" string which should not be the case; similar differences also for the daily file naming).
These bugs need to be corrected before submitting RINEX3 data.

A bug report was provided to Trimble.

At the same time the RINEX3 meteo files (long file names) were corrected (version string set to RINEX3 version of the observation file which is 3.02; format changed according to RINEX3 documentation).

Station logs were updated at EPN and IGS CB.
