[IGSSTATION-6275] GOPE: missing data 230 hours O - Q

Due to power failure (and also UPS failure) the receiver at the GOPE 
station stoped operation and the data from 2015:230-hour O are 
permanently lost and the data from 2015:230 hours P and Q are only 
partially available.
