[IGSSTATION-6244] SULP: receiver elevation cutoff changed

Dear Colleagues,

Since DOY 201/2015, GPS Week Number 1854-1(Monday July 20, 2015) at  
18:36 the elevation cutoff for SULP station (Ukraine) was changed from  
+5 deg to 0 deg.
Site log  was already updated and submitted to IGSCB and EPNCB.
