[IGSSTATION-5354] KIRU: unavailable until further notice

Dear all, 

Please note that our Septentrio PolaRx4 receiver at KIRU will have to be 
replaced due to disk handling issues. The station will thus be unavailable 
until further notice, meaning that for the time being the last available 
file is from hour "a" of doy 13073.
