[IGSSTATION-5344] KIRU: missing data for 13071 and 13072

Dear all, 

Please note that the last two days our station KIRU lost tracking (hence, 
this data cannot be recovered) during several time periods: 

DOY 13071: hours j,k,u,v,w,x
DOY 13072: hours a-o

Data submission has been resumed approximately two hours ago, but the 
reasons for the tracking loss are still being investigated.
