[IGSSTATION-5292] MDO1 radome removal and survey activities (2nd update)

Please be advised: the IGS site at McDonald Optical Observatory is planned to undergo
survey activities, which was an opportunity for an extended radome removal period.

The revised schedule is for the radome to come off Friday, February <x-apple-data-detectors://0> 22 local evening time or the following morning,
with survey activities continuing during the week of February 22-27.<x-apple-data-detectors://1>

The radome is to be replaced approximately 8 weeks (or longer) after removal, pending weather and site staff availability.

Further announcements verifying the radome removal date/time and a scheduled replace time
will be forthcoming. An updated sitelog will be forwarded to the IGSCB.
