Subject: GMSD: firmware update

The firmware in the NETR9 receiver at the GMSD station 
was updated from the version 4.62 to the version 4.70. 
The change was made at 2013-Feb-15 01h30 UT. 
The new sitelog will be submitted to IGS-CB.
