[IGSSTATION-5258] ALRT still off-line but recording data

Contrary to IGSSTATION-5254, it appears the Micro-Z receiver is still tracking *and* recording data. We are no longer expecting any data loss. However, we still cannot communicate with the receiver and it may take a couple of weeks to ship up a new modem due to weather conditions this time of year. I will advise once we have data flowing to the archives again.
