[IGSSTATION-5247] CRAO: recent data outage

Dear Colleagues,

We recently had a data outage at the Simeiz, Ukraine (CRAO) station.  The data
outage started on 2013-01-04T00:30 and lasted until 2013-01-06T22:45.

We apologize for the inconvenience this outage may have caused.

Maintenance and operation of the CRAO station is a collaborative effort
supported by JPL, UNAVCO, and the Crimean Astrophysical Observatory with funding
provided by NASA's Earth Surface and Interior Focus Area - Science Mission
Directorate.
