[IGSSTATION-5196] ABPO: station down

Dear Colleagues,

The Ambohimpanompo, Madagascar (ABPO) station has had a failure with the
Ashtech reciever.  We are working to prepare a replacement receiver.
Unfortunately no data will be collected until a replacement is in
place.  We apologize for the inconvenience of this outage.

Maintenance and operations of the ABPO station is a collaborative effort
supported by JPL, UNAVCO, and the Institute Observatory of Geophysics of
Antananarivo (IOGA), University of Antananarivo, with funding provided
by NASA's Earth Surface and Interior Focus Area - Science Mission
Directorate.
