[IGSSTATION-5185] IQAL: Receiver tracking on external clock

Dear Colleagues,

Today at 20:45ut the receiver at station IQAL was switched back to tracking with an external clock.

An updated Site Log was sent to IGSCB.  Below is a copy of the changes.
