[IGSSTATION-5184] KOKB/V station activity

Please be advised that railings at the periphery of the concrete vault/tower
where the KOKB antenna is mounted, will likely be raised and lowered on November 27
during local daylight hours. This is required for safety purposes while there are
personnel on the tower.  More precise times of the railing movement will be noted and
entered as epochal events in the KOKB/V sitelogs, as the information is relayed to us.
