[IGSSTATION-5170] SCUB: status of the station after Sandy

Dear colleagues,

our IGS station SCUB is still offline after being damaged by Sandy. The 
antenna cable was cut by flying roof tiles. There is still no 
communication to the station.

Our Cuban colleagues are working hard to fix the station.
