[IGSSTATION-5165] CIT1: receiver and antenna swap

Dear Colleagues,

The USGS recently replaced the receiver at the Caltech (CIT1) IGS station.  The Trimble NETRS was removed and a Topcon NET-G3A was installed.  The AOA GPS Antenna was removed and a Topcon CR-G3 antenna was installed.  The details of the new receiver and antenna are listed below.
