[IGSSTATION-5109] New GNSS receiver for MAS1

Dear all,

Please note that as of 09:50 UTC our station MAS1 is connected to a 
Septentrio PolaRx4 receiver, which is capable of tracking all current GNSS 
signals.

Here are the details of the change:

     Firmware Version         : 3.4
     Elevation Cutoff Setting : 0 deg
     Date Installed           : 2009-07-08T08:45Z
     Date Removed             : 2012-09-27T09:30Z
     Temperature Stabiliz.    : (deg C) +/- 1
     Additional Information   : (multiple lines)

3.8  Receiver Type            : SEPT POLARX4
     Satellite System         : GPS+GLO+GAL+CMP+QZSS+SBAS
     Serial Number            : 3001357
     Firmware Version         : 2.3.4
     Elevation Cutoff Setting : 0 deg
     Date Installed           : 2012-09-27T09:50Z
     Date Removed             : CCYY-MM-DDThh:mmZ
     Temperature Stabiliz.    : (deg C) +/- 1
     Additional Information   : (multiple lines)

Also, the new receiver feeds on a 10 MHz signal instead of 5 MHz, but the 
reference clock is still the same one (Cesium)
