[IGSSTATION-5040] CRFP: rinex headers corrected

Dear Colleagues,

It was brought to our attention that the Crafton Hills College (CRFP) 
IGS station had the wrong metadata in the RINEX headers at the global 
data centers SIO and IGN.  Those RINEX files from 21-FEB-2012 until the 
present have been replaced with RINEX files that have the correct 
headers.  We apologize for the inconvenience of the inconsistency.
