[IGSSTATION-4994] CGGN: antenna swap

The Toro, Bauchi State station (CGGN) in Nigeria experienced an antenna 
failure. Local staff at the Center for Geodesy and Geodynamics installed 
a temporary Leica antenna. The Leica antenna remained installed until 
the Center received a replacement Ashtech antenna from UNAVCO. There 
will most likely be a data gap, we apologize for the inconvenience of 
this outage.

Maintenance and operations of the CGGN station is a collaborative effort
supported by JPL, UNAVCO, and The Cetner for Geodesy and Geodynamics in 
Toro, Bauchi Sate Nigeria
with funding provided by NASA's Earth Surface and Interior Focus Area - 
Science Mission
Directorate.
