[IGSSTATION-4959] ISPA: communications link down

The Easter Island station (ISPA) is currently experiencing a VSAT 
communication link problem.
We are working on resolving this issue. There will most likely be a data 
gap due to the fact that
the equipment needed to be moved to a different building on the island. 
We apologize for the
inconvenience of this outage.

Maintenance and operations of the ISPA station is a collaborative effort
supported by JPL, UNAVCO, SSC Chile, and IDA with funding provided
by NASA's Earth Surface and Interior Focus Area - Science Mission
Directorate.
