[IGSSTATION-4993] MBAR: receiver change

The Mbarara, Uganda station (MBAR) experienced a receiver failure and as 
a consequence data publication stopped. Now, a new GPS&GLONASS capable 
receiver has been installed. There will most likely be a data gap, we 
apologize for the inconvenience of this outage.

Maintenance and operations of the MBAR station is a collaborative effort
supported by JPL, UNAVCO, and The Geological Survey and Mines Department 
of Uganda in Entebbe
with funding provided by NASA's Earth Surface and Interior Focus Area - 
Science Mission
Directorate.
