[IGSSTATION-4992] LHAZ up again

Subject: LHAZ up again

Dear Colleagues,

we updated the control software of GNSS station LHAZ to
handle the leap second from last sunday correctly.
Unfortunately the update took longer than expected and leads to
a data gap from day 186 hour sequence l to day 188 sequence j.
But now the station is up again.
