[IGSSTATION-4910] TORP: receiver firmware upgrade

The Torrance Airport, CA (TORP) recently had two firmware upgrades.  The 
details of the firmware upgrades are below.

Unfortunately I did not discover the receiver firmware change from 
January until now.  I will be resending the RINEX data from 23-JAN-2012 
until 11-MAY-2012 with corrected header to CDDIS and IGN very soon.  The 
incorrect receiver firmware will be changed from (3.5 May 06,2010) to to 
(3.5 Aug,24,2011 p3b2).  I apologize for any inconvenience.
