[IGSSTATION-4909] LONG: receiver firmware upgrade

There has been two receiver firmware changes at the Longdon Yard (LONG) 
station.  Here are the details of the receiver firmware changes.

Unfortunately I did not discover the receiver firmware change from last 
October until now.  I will be resending the RINEX data from 13-OCT-2011
until 11-MAY-2012 with corrected headers to CDDIS and IGN very soon.  
The incorrect receiver firmware will be changed from (3.5 May 06,2010)
to (3.5 Aug,24,2011 p3b2).  I apologize for any inconvenience.
