[IGSSTATION-4839] GMSD: RINEX version changed from v2.12 to v2.11

Agency:  Japan Aerospace Exploration Agency

We have received many advice and comments on GMSD RINEX ver2.12
in which QZS-1 data is described.
There were inconsistencies on GMSD RINEX ver2.12 with respect to
IGS RINEX ver2.12 definition.

We have changed RINEX version from ver2.12 to ver2.11 from 6:00 UT
26/March/2012.

We apologize for making you (IGS colleagues) confusing, and the 
inconvenience.
