[IGSSTATION-4823] ALGO data outage and clock switch

Advisory: We had a power failure at NRCan site ALGO.

There is a permanent data outage from:
Start Date...: 2012-03-10_04:15:00
Solved on....: 2012-03-13_20:15:00

The external H-MASER lost power during this period and has lost lock.  We are switching the receiver to internal steered until the clock recovers.  A new site log will be uploaded shortly.
